Direct negotiations are now open

The Ministry of Mines and Hydrocarbons of the Republic of Equatorial Guinea has introduced an open door policy and invites all national and international oil and gas companies to participate in the new licensing process through direct negotiation with the State.

Application Process:

  • Express interest directly to the Ministry of Mines and Hydrocarbons. Contact: oilandgas@egronda.com
  • Optional: attend data room.
  • Applicants are requested to submit:
    1. Name(s) of applicant(s) and proposed operator.
    2. Block applied for.
    3. Technical proposal including work programme.
    4. Operator’s skills and experience in petroleum operations.
    5. Ability to finance proposed work programme.
    6. Commercial offer.
    7. HSE statement.
  • The Ministry will evaluate the application.
  • If successful, Ministry will seek to agree final PSC terms with companies during the PSC negotiations.

Equatorial Guinea Oil & Gas Licensing

The Ministry of Mines and Hydrocarbons maintains a comprehensive database compiled since the 1970’s, which includes all the 2D and 3D seismic surveys across the country, and a well database that includes a variety of well logs and reports, from basic logs, rock and fluids analysis, operational activities, test results up to lithological and biostratigraphic analysis.

The database includes a collection of technical reports on specific areas as well as regional studies, including petroleum systems and basin modelling studies. For a number of fields and discoveries, several static and dynamic reservoir models have been inherited and preserved in the database for consultation.

How to Book a Data Room:

  1. Request data room access by completing the letter template for download located down below. Please, specify: company name, blocks of interest and contact details.
  2. Email letter to: oilandgas@egronda.com
  3. MMH will grant data room access by email notice.
  4. Data room booking date: companies can engage directly with Perceptum Ltd. By email or phone to agree dates for visit.
  5. Sign a Non-Disclosure Agreement (NDA) and Data Room Rules.
  6. Companies are allowed to take some screenshots away.
  7. Companies can license data at any time.

The current Hydrocarbon Code was drafted in 2006 and sets out the regulatory provisions governing the petroleum sector. The Hydrocarbon Law is administered and enforced by the Ministry of Mines and Hydrocarbons who adjudicates all decisions, negotiates and signs all contracts between the State and 3rd parties.
